There are those in the general aviation community who think electric planes are the future for private aircraft, but regulatory hurdles are in place preventing them from proliferating in our skies. You see, current FAA requirements for light sport aircraft (LSA) -- planes that can be flown by anyone with a pilot's license -- preclude electric powerplants, and that makes such planes unavailable to most private pilots. Well, today at the CAFE Electric Aircraft Symposium, FAA analyst Tom Gunnarson delivered some good news for flying EV advocates, stating that the FAA has completed its regulatory study on electric aircraft, and the rulemaking process will begin soon. Once those rules have been written, electrically-propelled aircraft will be available for use as LSA by the public, which isn't possible today given their current status as experimental craft. The bad news? Governmental wheels spin slowly, and Gunnarson said that incorporating those new rules into the current regulatory framework will take five years if we're lucky, but ten years is a more likely time frame for the FAA to finish. In the meantime, you'll have to settle for air shows or terrestrial transport to get your EV fix.

Samsung Galaxy Note for T-Mobile spotted in the wild, pretends it's no big deal

Oh, snap. By all appearances, the T-Mobile folks haven't lost sight of the popularity of the Galaxy Note, as a collection of snapshots obtained by TmoNews have revealed Samsung's phablet in none other than Magenta colors. At the very least, this suggests the Bellevue crew is considering bringing the 5.3-inch handset to its stores, and while the carrier's subscribers are currently able to use AT&T's Galaxy Note LTE on the Magenta network, it's a rather roundabout process and the results are less than ideal. We can only hope this one pans out, because really, who wouldn't love to take this monster for a proper ride on the little network that could?

SpaceX redefines 'fashionably late' as Dragon trip to the ISS is delayed again

Just a week after NASA signed off on its launch, SpaceX has had to postpone the flight of the Dragon. It's yet another delay to NASA's efforts to supply the International Space Station using private spacecraft and reduce the US's dependence on Soyuz rockets. Taking to Twitter, founder Elon Musk said that the company needed to do more testing on the docking code for the capsule, while spokesperson Kirstin Brost Grantham told Space.com that the company needed more time to test and review the hardware. Pending NASA's approval, it'll begin its journey heavenward on the head of a Falcon 9 between May 3rd and May 7th. Given that the original mission was scheduled for November last year, they'll probably need to check the use-by dates on those space rations.

Syria regime's finances cut in half by sanctions

PARIS (AP) ? France's foreign minister says an array of international sanctions targeting Syria's repressive regime have depleted its financial reserves by half ? and Damascus is actively trying to evade them.

Alain Juppe called Tuesday for a solid international response to such "maneuvers" as he opened a Paris meeting of 57 countries to tighten sanctions against President Bashar Assad.

MOSCOW (AP) ? Syrian opposition members say they have sensed a shift in Russia's stance on the conflict in their homeland and voiced hope Tuesday that Moscow will crank up pressure on Syrian President Bashar Assad's regime.

On a visit to Moscow, Haytham Manna, spokesman for the Arab Commission for Human Rights, said Russia has voiced support for democratic changes in Syria and believes the Syrians themselves should determine the country's future.

"The representatives of the Russian government aren't inclined to support the idea of preservation of the dictatorial regime," Manna told a news conference. "They are talking about the need for continuing democratic changes, and it's very important for us."

Abdul-Aziz al-Kheir, a spokesman for the National Coordination Body for Democratic Change in Syria, said Russia's position has been changing over the past two months and "particularly fast over the past two weeks."

Members of the Syrian opposition said they hoped Russia will apply its power to persuade Assad to observe U.N. and Arab league envoy Kofi Annan's cease-fire plan to end 13 months of violence in Syria.

"Russia has all the necessary levers to apply pressure on Assad's government and help Annan's mission," Manna said.

Hassan Abdul-Azim, the head of the National Coordination Body for Democratic Change who is leading the delegation, said Moscow's support is essential for the success of Annan's mission.

"That is the last chance to end the fratricidal massacre and create preconditions for the transfer to a democratic form of government," he said.

Manna said that while the opposition was encouraged by the talks in Moscow, differences remain. Russia continues to be strongly critical of Assad opponents using force, Manna said, while the opposition views it as a legitimate response to the violence on the part of the regime.

He said that the opposition delegation also sought to assuage Russia's concerns about the rise of Islamism in Syria and prospects of continuing violence in the country in case of regime change.

The opposition delegation is expected to meet with Russian Foreign Minister Sergey Lavrov later Tuesday.

Lavrov has recently criticized Assad for dragging his feet on reforms and using excessive force. He and other Russian officials have strongly urged their old ally to observe Annan's plan.

Russia, along with China, has twice shielded Assad's regime from U.N. sanctions over its deadly crackdown on a popular uprising. But Moscow has strongly supported Annan's cease-fire plan to end 13 months of violence and begin talks on Syria's political future.

In Paris, diplomats and finance ministry officials from the Arab world, the West and elsewhere were meeting to coordinate sanction measures against Assad's repressive regime.

The Arab League and the European Union are among more than 50 participants who want to keep up pressure on Assad.

French Foreign Minister Alain Juppe was set to kick off Tuesday's closed-door talks in Paris under the "Friends of Syria" banner. But two Arab League nations ? Syrian neighbors Iraq and Lebanon ? were not attending.

Diplomats say a string of EU, U.S. and other sanctions are affecting Assad by curbing Syria's ability to export oil.

Depressed mothers are more likely to needlessly wake up their infants at night than mothers who are not depressed, according to Penn State researchers.

"We found that mothers with high depressive symptom levels are more likely to excessively worry about their infants at night than mothers with low symptom levels, and that such mothers were more likely to seek out their babies at night and spend more time with their infants than mothers with low symptom levels," said Douglas M. Teti, associate director of the Social Science Research Institute and professor of human development, psychology and pediatrics.

This in turn was associated with increased night waking in the infants of depressed mothers, compared to the infants of non-depressed mothers," Teti said. "Especially interesting about this was that when depressed mothers sought out their infants at night, their infants did not appear to be in need of parental help. They were either sound asleep or perhaps awake, but not distressed."

In contrast, mothers with low levels of worry and depressive symptoms rarely woke their infants out of a sound sleep and hardly went to their infants at night unless the infants were distressed.

The researchers also found evidence that infants who wake often during the night can lead to higher depressive symptoms in mothers, but the evidence for this infant-driven pathway was not as strong.

The two biggest concerns new parents report to pediatricians are sleeping problems and feeding problems. While Teti and colleague Brian Crosby, lecturer in psychology, do not discount parents' concerns for their child's well being, they note that there is probably no reason to wake a soundly sleeping baby if the child is not experiencing any distress. They emphasize that if parental depression or worry disrupts both the parents' and the infant's sleep, it could have negative consequences for the parent-child relationship over the long term. In situations like these, steps might be considered to help reduce parents' distress, they report in today's (Apr. 17) issue of Child Development.

"One has to examine the health of the family system and address the problem at that level," said Teti. "If frequent infant night waking is waking parents up every night and causing parental distress, there are established interventions to help babies learn how to develop self-regulated sleep."

However, if increased infant night waking is caused by distressed mothers waking their babies out of a sound sleep or keeping them up at night unnecessarily, other approaches might be considered. These include attempts to alleviate maternal depressive symptoms, reduce unnecessary worries about infant sleep behavior at night, encourage spousal support, and provide information to parents about the benefits of a good night's sleep for both the parent and the baby.

The researchers found mothers' depressive symptoms were significantly correlated with the mothers' feelings of helplessness and loss of control. Mothers' feelings of helplessness and loss of control, in turn, were related to close physical contact between mothers and babies, but were not related to night waking. Only mothers' nighttime behavior with their infants, not their behavior with their infants at bedtime correlated with infant night waking.

As part of the larger Study of Infants' Emergent Sleep Trajectories (SIESTA), Teti and Crosby collected data on 45 infants -- from one to 24 months -- and their parents over seven consecutive days, including an infant sleep diary that the mother kept. At the start of the week, the mothers also completed two surveys -- one looked at depressive symptoms, while the other measured mothers' worries about their infants when they woke up at night.

On the sixth day of data collection, researchers set up several video cameras -- one focused on where the baby slept, one focused on the door to the baby's room to see who was coming in and out of the room, and an additional one or two cameras focused on areas where the parent took the infant during any nighttime interventions. The cameras captured between 10 and 12 hours of video for each family, starting with the infant's bedtime.

What the researchers observed on the videos correlated with what the parents reported.

"In terms of understanding what predicts parenting at night, and how parenting at night affects children, it's important to examine parenting at night much more closely than we have," said Teti. "There's probably a lot going on at night that we need to understand, and we need to use actual observations of what parents are doing. We know very little about nighttime parenting."
