Don't Call Me Marge: Fun Friday Facts #32: Relationships Edition

Ok, so it's been AN ENTIRE WEEK since I blogged and I know you're all sad, distraught, whatevs, because I haven't been around much, but hey guys, spring has spring and I'm crazy busy on account of being so awesome and popular.

I know I've developed a reputation for doing some man-hating over here, even though I don't hate Men in General, just the specific ones on the list I carry around in my head. Anyway, you can all relax, because this isn't one of those posts. Today is Friday, so these are your Fun Friday Facts (about relationships).

You can only have a posthumous wedding if the engagement was agreed upon and the plans finalized before the fiance's death. You have to have set the date, and everything. Officials will require proof of the relationship, including shared lease agreements, shared bank accounts, shared utilities, photos of the wedding dress, engagement rings, etc. Your request for a posthumous marriage must be personally granted by the President of France himself.

Twenty-five percent of these requests are turned down. Nevertheless, a whopping grand total of ten posthumous marriages occur each year in France. The practice apparently began during the first World War, when women began taking advantage of France's marriage-by-proxy laws (which allow someone to stand in for you at your wedding) to marry soldiers who, as it turned out, were already dead.

In the 1950s, civilians won the right to practice posthumous marriage, when a Frenchwoman called Ir?ne Jodart petitioned President de Gaulle to let her marry Andr? Capra, her fiance, who was killed when a dam collapsed in the town of Fr?jus.

If the marriage is granted, it's retroactive to the day before the deceased party became deceased. The widow or widower becomes a legal member of the late partner's family. Any children born of the union are legitimized. The widow or widower is not allowed to inherit any of the dead person's stuff, but may be entitled to any pensions that were due.

2) Speaking of marrying the dead, Carl Tanzler, a German-American born in Dresden in 1877, has gained lasting notoriety for stealing, preserving and, possibly, doing the nasty with the corpse of his beloved, Maria Elena Milagro de Hoyos.

Tanzler emigrated to the United States in 1926. He had been living in Australia, but was detained in an internment camp throughout the first World War. After his release, he sought out his mother in Europe, and lived with her for three years, until she encouraged him to move to Florida to be near his sister. There, he met the love of his life, whose face, he claimed, had been revealed to him in a dream, by his ancestor Anna Constantia von Brockdorff, Countess of Cosel.

Unfortunately, Tanzler's ancestor failed to mention that the girl would be dying of tuberculosis when he met her in April of 1930. Tanzler totally acted like he knew what he was doing and tried to cure the girl through various displays of quackery. He also showered her with gifts and groveled as only a man in the throes of passion can. It is not certain that de Hoyos returned Tanzler's love.

After de Hoyos's death in October 1931, Tanzler received permission from the family to give her one last gift ? an elaborate mausoleum. He visited his dead girlfriend there nightly, serenading her corpse and, so he claimed, communing with her spirit. He later claimed that he decided to steal the body from the tomb and take it home with him because the girl's spirit specifically asked him too.

Tanzler replaced the corpse's decaying skin with wax and plaster-soaked cloth, her eyes with marbles, and her hair with a wig. He filled the torso with rags, dressed it in stockings, gloves and jewels, and doused it in perfumes, preservatives and disinfectants, for some reason. He kept the body in his bed and, according to some sensationalized and not at all substantiated reports, had sex with it.

3) Anna Haining Bates was the child of Scots immigrants, born in Novia Scotia in 1846. Though her parents, and twelve brothers and sisters, were normal in size, Anna herself reached the astounding height of 7'5.5? (2.27 m). Her average weight was about 350 pounds (159 kilos). When she was trapped in a burning building in 1865, it took eighteen firemen to rescue her, by smashing a hole in the wall and lowering her with block and tackle. Anna's husband, Martin van Buren Bates, was 7'11? tall (2.41 m), and weighed 470 pounds (213.64 kilos). Bates worked as a schoolteacher before joining the Civil War on the wrong side. After slinking home in defeat, Bates found his home state of Kentucky still kind of fighting the war a little, and decided to move to Ohio, where he joined the circus.

It was while in the circus that he met Anna, who was just visiting the circus as you do when the guy in charge of giants spotted her and offered her a position on the spot. They married in 1871 and returned to Ohio in 1872, where they bought a farm, built a giant-sized house and settled down to raise a family. Sadly, their first child was stillborn and the second died soon after birth. Anna died of tuberculosis in 1888 at the age of forty-two. Martin moved out of the house, eventually remarried, and lived quietly until his death in 1919, at the age of 80.

The super-sized house they built to suit their super-sized proportions seems to have since been demolished, which is kinda disappointing, because I would have liked to have seen it.

Direct Marketing Association ? Direct Sales Household Party Plan ...

Social Differences between Direct Marketing and an Online Business

You can become successful at direct marketing without involving your family and friends. Online Marketing will not give you as much of an opportunity to become as attached to your team compared to direct marketing.

You will probably not even know 80-90% of your organization if you turn to online marketing. Usually people buy into a business opportunity online, follow your instructions on your website on how to market the product, and that is that.

Direct Marketing Vs Online Marketing Without Talking to Anyone

Computers as far as I am concerned are the best social media tools (of course for the obvious reason without one you cannot access social media ?, yep)!I told the travelling saleswoman that social media and social networks are all about relational capital.; And like any thing social media marketing is an art form.

Bilbao wins 4-2 at Schalke in Europa League

Associated Press Sports

updated 6:07 p.m. ET March 29, 2012

MADRID (AP) -Fernando Llorente's brace helped Athletic Bilbao to a 4-2 comeback win at Schalke in the Europa League, while Atletico Madrid beat Hannover 2-1 in the other first-leg quarterfinal between Spanish and German teams on Thursday.

After Llorente put Bilbao ahead in the 20th minute, Schalke's Raul Gonzalez rallied the hosts back in front with two goals on each side of halftime.

But Llorente headed in the leveler in the 73rd to turn the high-tempo contest in Bilbao's favor for good, as Oscar de Marcos and Iker Muniain scored late on at Veltins Arena.

"It was a great game," Llorente said. "It wasn't at all easy because they responded very well to our first goal. What Raul did was incredible. You can't ask anything more of a match."

Also, Dutch league leader AZ Alkmaar beat Valencia 2-1, while Sporting Lisbon downed Ukrainian side Metalist Kharkiv 2-1.

The second legs will be next Thursday.

Both sides started well but Bilbao struck first through Llorente when he poked in his own rebound that goalkeeper Timo Hildebrand failed to hold on to.

Bilbao's lead lasted just two minutes before Raul redirected Atsuto Uchida's cross inside the near post. The former Real Madrid star then made it 2-1 in the 60th with a dipping volley from outside the area.

With Schalke pressing for another goal, Llorente muscled by a pair of defenders to flick in a corner for his 25th goal in all competitions.

Back in the game, Bilbao showed the same attacking flair that led it to ousting Manchester United in the previous round as De Marcos netted the winner in the 81st off a rebound and Muniain sealed the win in stoppage time on a counterattack.

"We knew they were good on the break, but we let our guard down," Schalke defender Christian Fuchs said. "Everyone will now be against us, but we can still pull off a miracle. We need three goals but anything is possible."

At Vicente Calderon Stadium, Radamel Falcao capitalized on Atletico's early dominance by heading home a free kick nine minutes in for his seventh goal of the competition this season. The Colombia striker is the Europa League's all-time leading scorer with 22 in 23 appearances.

Hannover pulled even through Mame Diouf's 38th-minute goal and looked set to head back to Germany with a positive result until Eduardo Salvio blasted in a strike from long range to grab Atletico the victory in the 89th.

"Thank God for the goal, it gives us some breathing room heading to Germany," Salvio said.

In the Netherlands, Australia midfielder Brett Holman scored one and created another as AZ Alkmaar bettered Valencia, the third representative of the Spanish league to make the final eight.

Holman put AZ in front with a powerful volley in the 45th but Mehmet Topal leveled for Valencia six minutes later off a header.

Maarten Martens converted Holman's cross from six yards in the 78th to earn the win for AZ.

Striker Roberto Soldado had two chances for Valencia just before Mertens' goal but was twice denied by AZ goalkeeper Esteban Alvarado Brown.

Sporting dealt Metalist Kharkiv its first away defeat in the competition with second-half goals from Marat Izmailov and Emiliano Insua.

Izmailov scored off a cross from Diego Capel in the 51st minute, and Insua extended the Portuguese club's lead 13 minutes later with a low drive from a free kick.

Cleiton Xavier got a valuable away goal for Metalist Kharkiv with a 90th-minute penalty.

Sporting has won all of its home games in the tournament this season but had yet to concede a goal at Jose Alvalade Stadium.

Texas Wins Another Round in Legal Battle With EPA | Inhabitat ...

EPA, Texas, coal, Jennifer Elrod, Environmental Protection Agency, Clean Air Act, air pollution, Texas Commission on Environmental Quality, emissions, greenhouse gasses

On Tuesday a federal appeals court in Texas ruled against the U.S. Environmental Protection Agency (EPA), and scolded the agency for rejecting state pollution controls. Federal regulators had claimed that the Texas codes fell short of meeting requirements of the Clean Air Act, but in a 32-page written opinion, Judge Jennifer Elrod of the 5th U.S. Circuit Court of Appeals and a George W. Bush appointee chastised the EPA for taking four years to review the Texas permits. Because federal regulators took longer than the statutory deadline of 18 months, the court ruled that the EPA must review the permits again.

EPA, Texas, coal, Jennifer Elrod, Environmental Protection Agency, Clean Air Act, air pollution, Texas Commission on Environmental Quality, emissions, greenhouse gasses

The controversy stems from the state-issued permits that regulate pollution controls at coal plants and energy providers in Texas. The EPA and Texas officials have long been at odds, and the Lone Star state has filed numerous lawsuits against the federal agency in recent years. Last fall governor Rick Perry made the EPA one of his leading foils during his failed campaign for the Republican party?s presidential nomination. Perry claimed that EPA regulations were a prime example of ?big government? overreach into state affairs. Perry claimed, for example, that Texas? improved air quality was proof that the state?s efforts worked. But an analysis by the EPA and independent researchers counters that federal laws, not state regulations, were behind decreases in air pollution metrics including greenhouse gases, ozone concentrations and nitrogen oxide emissions.

The Texas Commission on Environmental Quality, which is responsible for state air quality regulations in Texas, welcomed the decision. The ruling actually does not require the EPA to accept the rejected Texas air quality measures. Instead, the three-judge panel instructed EPA officials to review the state?s guidelines and issue a quick decision.

With the EPA?s proposal yesterday to set limits on emissions from new coal-fired power plants, look for the legal battle to continue. Texas is one of 10 states that could be affected by these regulations if the EPA implements these new rules.

Get Website Traffic Immediately With PPC Advertising | NC Business ...

If you are not comfortable with medieval costume and executing quick and important decisions, then it is critical that you know that ability is indispensable with online marketing and business. That is part of the reason most new marketers have such a tough time with it.

You will not always know where to begin, what to do or who you can even trust. There is much to become familiar with, but you should never approach this feeling like you have to become a total expert before you can make money. The more decisions you make that perhaps are not the best, then you will learn from them and become more knowledgeable. All you need to do aside from pay attention and learn is make it far enough so you become more capable. We tend to think you cannot have enough diversity in your marketing affairs, just as long as they are solid and grounded in common sense.

Pay per click advertising is now one of the most popular ways for internet marketers to advertise their sites. That?s because there is no quicker way to instantly get website visitors than PPC. Online companies of all sizes, and even individuals who market affiliate products can all use PPC to generate traffic. PPC is so efficient at bringing traffic simply because the search engines are used by so many people every day. In spite of so many different ways available to generate traffic, search engines still rule the roost when it comes to get visitors that convert into sales. One thing remains true whether you are trying to get your site to rank highly in the organic search engine listings or writing a pay per click ad: you must use the best and most targeted keywords. One reason many people prefer PPC is that you can get clicks on your ads right away, as opposed to working on SEO for months before you rank highly. You can get your ad displayed on the first page from day one, without having to wait for a long time. The good thing about this traffic is that it can be laser targeted, based on your choice of keywords. In this article we will be exploring some effective tips to get higher returns from your PPC campaign.

If you want to learn how to create PPC campaigns that perform better, find ads that your competitors are doing well with. Take advantage of the many free online tools that you can use to keep track of this. By using any search engine, you can find pay per click ads in your niche and observe which ads have the greatest longevity, which means they are doing well for your competitors. If you have a little money to invest, you can buy one of the more advanced programs on the market that really give you a thorough picture of which keywords are performing best for your competitors, bidding prices and other valuable information. Armed with this data, you can get much more out of your PPC campaigns. Of course we all know renaissance clothing for sale has been around for quite some time, and it has an impressive record for bringing in additional revenue. Obviously there is tremendous variation among small web business owners when it comes to knowledge base about marketing techniques. One answer to this perpetual problem has been marketing forums because you can get acquainted with people who are doing the same things as you. Our articles are designed to be an introduction, and of course we cannot go into great detail when presenting multiple methods or ideas in a single article. Definitely get in the habit of looking for opportunities and not necessarily with business opportunities; we are talking about marketing hybrids that can be created and used.

Having your ad highly placed can be helpful, but it?s not necessarily enough to make people click on it. Whatever niche market you?re targeting, your ad has to be enticing enough. Your ad must have some hook that makes the reader want to click. People will pass by your ad if it?s dull or uninteresting. Your ad should also be honest and relevant. If your ad copy promises something that does not exist on your landing page, your visitors will not trust you and you will lose them.

Keep your focus on low cost keywords when creating your campaigns. Probably not advisable to immediately compete with PPC professionals, so bid on the lower end phrases and you?ll be fine.

Do not ever forget to figure out your profit margin when you do this. This is where people make a mistake when they bid on high CPC keywords.

In short, if you are looking for a reliable way to get high quality traffic, PPC advertising is for you. When starting out with PPC, however, you should start with a small amount and gradually build it up, so that you don?t lose too much before you know what you?re doing.

We realize that sometimes it feels like you are treading water and all you can do is keep your nose above it. If you are wondering about the possibilities available using renaissance garb in your web business, then you should be excited because there are quite a few. Not everything you read will be directly applicable to your business, but it is still a great thing to learn new stuff just because you never know.

The old saying, which is really not that old, is the paralysis of analysis; that is talking about staying in your head too long and not getting physical with actually building a business.

There is more wisdom than you realize in the admonishment to take things one step at a time. Work on your sense of self-discipline, and that could mean dragging your self to your computer in the evening after your regular job and just working for half an hour or an hour.

Niners Nation :: Mario Manningham, Josh Johnson Contract Details: Chalk One Up For 49ers Football Ops

Another day, another badass contract signing for the San Francisco 49ers front office. After a week of waiting, it appears we finally have some possible numbers for Mario Manningham's two year contract.

The deal was first reported a week ago, but it took a week to get the final details sorted out. The deal does not become official until a signed contract is returned to the 49ers and they receive league approval. In his conference call with the media, Manningham seemed to indicate there were some final details being negotiated. Whatever the case, the deal is now 100% official.

According to Matt Maiocco, Manningham's two year deal is worth $7.375 million, which includes a $2 million bonus. He will have base salaries of $1.2 million in 2012 and $3.6 million in 2013. His cap hits look to be $2.487 million in 2012 and $4.887 million in 2013.

The most notable part of the contract is the fact that it is over $4M less than the deal Joshua Morgan signed with the Washington Redskins. It will be interesting to see how the two receivers careers go over the next two years given the fact that the 49ers are almost "replacing" Morgan with Manningham. Morgan could end up blowing up, but given the numbers in front of us, it is not really surprising the 49ers were willing to let Morgan walk.

In other news, Matt Barrows is reporting that Josh Johnson's contract is basically a two year deal worth a little under $2 million, including a $350,000 signing bonus. The deal could also include up to $1.5 million in incentives, but those reportedly will require starting time and extremely strong performances in those starts.

Chalk up another victory for the 49ers negotiating Jedi, Paraag Marathe. Thanks to @Lee_Zy for putting together the picture.

Watch out for 'Hunger Games' malware

9 hrs.

A lot of us are excited about "The Hunger Games," but don't let your excitement lead you to an online trap for malware.

As with any big event and huge public interest, "The Hunger Games" is provoking a lot of online searches for information related to the movie.

Norton, maker of security software, said Friday it has found "a variety of searches related to the movies and books are turning up malicious results."

Although difficult for the average user to distinguish, these 'poisoned' links can instantly infect your computer with viruses, keylogging programs (which allow criminals to monitor your typing) and other software that can wreak havoc on your smartphone, computer or tablet. Ensuing problems can make you feel as though you?re battling against your devices.

So far, Norton says it is seeing "malicious results" tied the film's star, Jennifer Lawrence, author Suzanne Collins, and the trilogy of books she wrote.

A recent security report warned of malware networks ("malnets") "lurking within Google and other search engines, driving unsuspecting Web surfers to sites where they might share their personal or financial information to unintended parties," wrote msnbc.com's?Athima Chansanchai, in sharing the findings from Blue Coat Systems 2012 Security Report.

"Choose your allies carefully ? Katniss Everdeen wouldn?t trust the people trying to defeat her, and neither should you," said Norton. "Cybercriminals promise sensational content, such as leaked videos, to lure you into clicking on their poisoned links. Better to get your information from a website you trust."

The best thing you can do is use security software, whether it's from Norton or another reputable firm, to alert you to any possibly dangerous websites you might stumble upon, as well as make sure you have the latest version of your Web browser's software.

Norton has a free tool, Safe Web Lite, for safer Web searching; so does McAfee.

(AP) ? North Korea may have the bomb, but it hasn't perfected ways to put one onto a missile that could strike faraway enemies like the United States.

This is why Pyongyang's announcement that it will launch a satellite on a long-range rocket next month is drawing so much attention: Washington says North Korea uses these launches as cover for testing missile systems for nuclear weapons that could target Alaska and beyond.

Although North Korea isn't on the official agenda of next week's Nuclear Security Summit in the South Korean capital, here's a look at why the launch will be a major point of discussion when President Barack Obama and other world leaders gather in Seoul:

THE HISTORY

North Korea has spent decades trying to perfect a multistage, long-range rocket.

Next month's launch ? set to happen around the April 15 centennial of the birth of founder Kim Il Sung ? would be the fourth of its kind since 1998, when Pyongyang sent a long-range rocket hurtling over Japan.

A 2006 test was considered a failure, but North Korea grabbed attention shortly after with its first nuclear test blast. The U.N. Security Council later banned North Korea from any further nuclear or ballistic missile testing.

North Korea's third launch, in 2009, was a partial success, with two of the three stages pushing the rocket over the Pacific. The third stage failed, and, despite North Korea's claims of success, no satellite was put into orbit, the U.S. North American Aerospace Defense Command said.

That test was condemned by the U.N. Security Council. Pyongyang protested that it was testing satellite technology for peaceful purposes. It subsequently abandoned six-nation nuclear disarmament talks and, weeks later, carried out a second nuclear test.

The next year saw violence blamed on North Korea that killed 50 South Koreans, including an attack on a warship and the North's shelling of a front-line island.

THE TECHNOLOGY

Experts and governments will scrutinize next month's launch of what the North's state media call an Unha-3 rocket, presumably the next version of the Unha-2 rocket used in the 2009 test.

Unha-2 represented a significant advancement over previous rockets, according to an analysis written by missile experts David Wright and Theodore Postol. It was roughly 100 feet (30 meters) long and may have been designed around Soviet missile components, the writers said.

Next month's rocket is set to fire from a new site on the North's west coast, according to GeoEye and Google Earth satellite imagery posted by Tim Brown, an analyst for GlobalSecurity.org. The Tongchang-ri site is about 35 miles (56 kilometers) from the Chinese border city of Dandong, across the Yalu River from North Korea.

Positioned only 45 miles (70 kilometers) from the North's main Yongbyon nuclear complex, it has better roads and facilities, and allows a southerly flight path that keeps the rocket from flying over other countries, according to Wright, technical researcher at the Union of Concerned Scientists.

The new rocket will probably have better boosters and engines ? and might even succeed in putting a satellite into space if it contains one, said Sohn Young-hwan, a South Korean rocket scientist who heads the privately funded Institute of Technology and Management Analysis in Seoul.

North Korea may have loaded the rocket's third stage with more fuel to increase capability, Wright said by email, part of improvements that "would translate to greater range if that technology was used to build a long-range ballistic missile."

North Korea says the launch is meant to contribute to "international trust and cooperation in the field of space scientific researches."

But because ballistic missiles and rockets in satellite launches "share the same bodies, engines, launch sites and other development processes, they are intricately linked," said Mark Fitzpatrick, an analyst at the International Institute for Strategic Studies.

THE HURDLES

So far, Pyongyang can only deliver a nuclear bomb "by boat, by van or by airplane, not by missile," according to scientist Siegfried Hecker of the Center for International Security and Cooperation at Stanford University.

After half a century of persistence, North Korea is thought to have a fairly small nuclear arsenal.

While it has enough plutonium for about four to eight "simple" bombs similar to what the U.S. dropped on Nagasaki in 1945, Hecker estimates, it doesn't yet appear to have the ability to make bombs small enough to mount on a missile.

Miniaturized warheads would require more nuclear tests, and Hecker warns that if North Korea breaks its nuclear test moratorium, "it will almost certainly be a test of a miniaturized design."

THE DIPLOMACY

Governments and experts are worried that a new rocket launch will spur a chain of events that will mirror 2009, resulting in a breakdown of diplomacy, another nuclear test and soaring tensions, threats and bloodshed.

The United States has warned the launch would jeopardize a diplomatic deal settled last month that would ship U.S. food aid to the impoverished North in exchange for a moratorium on missile and nuclear tests, as well as a suspension of nuclear work at Yongbyon.

U.S. officials will be pushing China to pressure its ally Pyongyang, and U.S. President Barack Obama is expected to raise the issue during a key meeting with Chinese President Hu Jintao on the nuclear summit's sidelines. There could also be meetings among the U.S. and its Asian allies, Japan and South Korea.

Hecker says a launch "makes a mockery" of the U.S.-North Korea nuclear deal.

"You use the same technology in long-range rockets that you do in long-range missiles," he said. "The only difference is what you put on top."

What Consumers Can Find at an Online Jewelry Store?

When it comes to the selection of jewelry that consumers can find at an online jewelry store such as frontjewelers.net, there are many options for them to choose from. For example, most stores will sell loose diamond stones to consumers, who can have them placed locally at a traditional brick and mortar store. Because many diamond stones are certified, savvy consumers who know how to shop for certified diamonds will already have a good idea of how the stone is going to look without even viewing a digital photograph of it. That is just one example of the many high quality jewelry products that can be purchased at an online jewelry store.

The main advantage of choosing an online jewelry store is the price. They have overhead that is a lot lower than typical brick and mortar stores. That is why they are able to pass significant price savings to consumers. That means cheaper prices for everything from diamond stones to Diamond Bangle Bracelets and much more. As a result, consumers can either pocket the money saved or upgrade to an even higher quality of jewelry than before.

When shopping at an online jewelry store, one of the most important things to do is to allocate some time and shop around. The same thing should be done at a regular brick and mortar jewelry store as well. Take a look at the whole selection. For example, if one is looking to buy a round diamond tennis bracelet, it is a good idea to look at all of them or as many as time will allow. This will help the consumer locate the best tennis bracelet out there. If it is not available at a particular store, then shop at another store. It is very important to buy the right jewelry. Most people will be spending a lot of money when it comes to jewelry with diamond. That is why investing the time is important.

Online jewelry stores are a great way to get high quality diamond products at a low price. From bracelets to earrings and loose diamond stones, there are a myriad of products available. Consumers can save a lot of money when choosing to shop online for their next piece of jewelry.

3 blasts outside hideout of French terror suspect

TOULOUSE, France (AP) ? Three explosions were heard near an apartment building in southwest France where a suspected gunman is holed up, but an Interior Ministry spokesman would not confirm the blasts meant the start of an assault.

Another Interior Ministry official, speaking on condition of anonymity because of office rules, said the suspect had gone back on a previous decision to turn himself in ? and that police had blown up the shutters outside the apartment window to pressure him to change his mind.

Interior Ministry spokesman Pierre-Henry Brandet would not confirm an assault.

Orange flashes lit up the night sky with each blast near the Toulouse apartment building where police have been surrounding 24-year-old suspect, Mohamed Merah, since a pre-dawn effort to arrest him went awry.

THIS IS A BREAKING NEWS UPDATE. Check back soon for further information. AP's earlier story is below.

TOULOUSE, France (AP) ? Riot police surrounded an apartment building into the night on Wednesday, laying siege to a gunman who boasted of bringing France "to its knees" by carrying out an al-Qaida-linked terror spree that killed seven people.

Hundreds of heavily armed police, some in body armor, cordoned off the five-story building in Toulouse where the 24-year-old suspect, Mohamed Merah, had been holed up since the pre-dawn hours.

As midnight approached, three explosions were heard and orange flashes lit up the night sky near the building.

Authorities said the shooter, a French citizen of Algerian descent, had been to Afghanistan and Pakistan, where he claimed to have received training from al-Qaida.

They said he told negotiators he killed a rabbi and three young children at a Jewish school on Monday and three French paratroopers last week to avenge the deaths of Palestinian children and to protest the French army's involvement in Afghanistan, as well as a government ban last year on face-covering Islamic veils.

"He has no regrets, except not having more time to kill more people and he boasts that he has brought France to its knees," Paris Prosecutor Francois Molins told a news conference.

The standoff began when a police attempt at around 3 a.m. to detain Merah erupted into a firefight. Three police were wounded, triggering on-and-off negotiations with the suspect that lasted into the night.

As darkness fell, police cut electricity and gas to the building, then quietly closed in to wait out the suspect.

Authorities were "counting on his great fatigue and weakening," said Didier Martinez of the SGP police union, adding the siege could go on for hours. Street lights were also cut, making Merah more visible to officers with night vision goggles in case of an assault.

French authorities ? like others in Europe ? have long been concerned about "lone-wolf" attacks by young, Internet-savvy militants who self-radicalize online since they are harder to find and track. Still, it was the first time a radical Islamic motive has been ascribed to killings in France in years.

Merah espoused a radical brand of Islam and had been to the Afghanistan-Pakistan region twice and to the Pakistani militant stronghold of Waziristan for training, Molins said.

He said the suspect had plans to kill another soldier, prompting the police raid.

The gunman's brother and mother were detained early in the day. Molins said the 29-year-old brother, Abdelkader, had been implicated in a 2007 network that sent militant fighters to Iraq, but was never charged.

Wednesday's siege was part of France's biggest manhunt since a wave of terrorist attacks in the 1990s by Algerian extremists. The chase began after France's worst-ever school shooting Monday and two previous attacks on paratroopers beginning March 11, killings that have horrified the country and frozen campaigning for the French presidential election next month.

French President Nicolas Sarkozy, who has played up nationalist themes in his bid for a second term, vowed to defend France.

"Terrorism will not be able to fracture our national community," Sarkozy declared Wednesday on national television before heading to funeral services for the two paratroopers killed and another injured Thursday in Montauban, near Toulouse.

The suspect repeatedly promised to turn himself in, then halted negotiations. Cedric Delage, regional secretary for a police union, said police were prepared to storm the building if he did not surrender.

After bouts of deadly terrorist attacks in France in the 1980s and 1990s, France beefed up its legal arsenal ? now seen as one of the most effective in Western Europe and a reference for countries including the U.S. after the Sept. 11 attacks.

Sarkozy's office said President Barack Obama called him Wednesday to express condolences to the families of the victims and praise French police for tracking down the suspect. The statement said France and the United States are "more determined than ever to fight terrorist barbarity together."

In recent years, French counterterrorism officials have focused mainly on al-Qaida in the Islamic Maghreb, the North African affiliate of Osama bin Laden's network that has its roots in an insurgent group in Algeria, a former French colony.

Molins said Merah's first trip to Afghanistan ended with him being picked up by Afghan police "who turned him over to the American army who put him on the first plane to France."

"He had foreseen other killings, notably he foresaw another attack this morning, targeting a soldier," Molins said, adding also planned to attack two police officers. "He claims to have always acted alone."

Merah has a long record as a juvenile delinquent with 15 convictions, Molins added.

An Interior Ministry official, speaking on condition of anonymity, said Merah had been under surveillance for years for having "fundamentalist" Islamic views.

During the standoff, police evacuated the five-story building, escorting residents out using the roof and fire truck ladders. The suspect's apartment was on the ground floor of the postwar building, locals said.

French authorities said Merah threw a Colt .45 handgun used in each of the three attacks out a window in exchange for a device to talk to authorities, but had more weapons like an AK-47 assault rifle. Gueant said other weapons had been found in his car.

"The main concern is to arrest him, and to arrest him in conditions by which we can present him to judicial officials," Gueant added, explaining authorities want to "take him alive ... It is imperative for us."

Delage said a key to tracking Merah was the powerful Yamaha motorcycle he reportedly used in all three attacks ? a dark gray one that had been stolen March 6. The frame was painted white, the color witnesses saw in the school attack.

According to Delage, one of his brothers went to a motorcycle sales outfit to ask how to modify the GPS tracker, raising suspicions. The vendor then contacted police, Delage said.

The shooter has proved to be a meticulous operator. At the site of the second paratrooper killing, police found the clip for the gun used in all three attacks ? but no fingerprints or DNA on it.

Those slain at the Jewish school, all of French-Israeli nationality, were buried in Israel on Wednesday as relatives sobbed inconsolably. The bodies of Rabbi Jonathan Sandler, his sons Arieh, 5, and Gabriel, 3, and 8-year-old Myriam Monsenego had been flown there earlier in the day.

At the funeral ceremony, Myriam's eldest brother, Avishai, in his 20s, wailed and called to God to give his parents the strength "to endure the worst trial that can be endured."

Palestinian Prime Minister Salam Fayyad, meanwhile, denounced the deadly shooting attack at the Jewish school and condemned the link to Palestinian children.

"It's time for criminals to stop using the Palestinian cause to justify their terrorist actions," Fayyad said in a statement. "The children of Palestine want nothing but dignified lives for themselves and for all the children."

Before he was killed last year, bin Laden stressed the importance of focusing on the Palestinian cause. In what is believed to be a draft letter to al-Qaida's top lieutenant, the al-Qaida leader wrote about the need for the terror group's affiliates to tie their operations to broad concern for Palestine instead of local grievances, according to declassified documents obtained in last year's bin Laden raid that were reviewed by the Washington Post.

Mali soldiers claim to have seized power

Renegade Mali soldiers on Thursday claimed they had seized power from an "incompetent regime," announcing on television they had suspended the constitution and dissolved state institutions.

The putschists, calling themselves the National Committee for the Establishment of Democracy, said they had acted due to government's "inability" to handle a Tuareg-led insurrection in the north of the country.

A group of a few dozen soldiers appeared on state television at about 0445 GMT after a few false starts battling to get audio equipment working and hours of music videos playing after seizing the broadcaster in Bamako.

The group's spokesman, identified on-screen as Lieutenant Amadou Konare said the takeover was a result of a "lack of adequate material to defend the nation" as well as government's inability to combat terrorism.

Claiming to represent the nation's defence forces, Konare said the junta "solemnly commits to restore power to a democratically-elected president as soon as national unity and territorial integrity are re-established."

The leader of the junta was revealed to be one Captain Amadou Sanogo, who appeared briefly to announce the imposition of a national curfew, without specifying the time.

The appearance on television came shortly after the mutinous soldiers seized the presidential palace and arrested several ministers, including Foreign Minister Soumeylou Boubeye Maiga and Interior Minister Kafouhouna Kone.

"We are in control of the presidential palace," one of the rebels told AFP on condition of anonymity.

Meanwhile an independent source said President Amadou Toumani Toure, earlier holed up in the palace as shots were traded outside, had managed to leave the premises.

What began as a mutiny over the government's response to the rekindled Tuareg rebellion in the north on Wednesday afternoon turned into a full-blown coup as soldiers seized control of the government broadcaster and attacked the presidential palace.

Witnesses reported heavy gunfire and the use of tracer bullets, while one noted flames coming from the southern side of the presidential palace, perched on a hill overlooking Bamako.

Calls for calm poured in from abroad as the United Nations, France and United States expressed alarm at the events unfolding in the landlocked west African nation.

Elite paratroopers known as the "Red Berets" had attempted to defend the presidency, but the renegade soldiers claimed the upper hand.

The coup comes just a month before Toure was due to step down ahead of April elections after serving two presidential terms. He was not a candidate.

The president is himself a former soldier who led the ouster of president-for-life Moussa Traore in 1991 before handing power to civilians. He later won an election in 2002 and was re-elected in 2007.

Under his leadership Mali -- which has battled successive Tuareg rebellions since independence and more recently Al-Qaeda in the Islamic Maghreb (AQIM) activities -- has since been hailed as a growing democratic success in the region.

The Tuareg, many of whom fled drought and discontent under a southern government to work and fight for Moamer Kadhafi in Libya, returned heavily armed and battle-experienced after that country's conflict last year.

In mid-January they launched a fresh rebellion for independence of what they call Azawad, their stomping ground which makes up the vast desert northern triangle of the bow-tie shaped nation.

Anger has grown in recent weeks over the government's handling of the conflict in which the Tuareg attacks have caused up to 200,000 people to flee.

While no official death toll is available, many soldiers are believed to have died in the fighting or taken prisoner.

Wednesday's turmoil erupted when efforts by Defence Minister Sadio Gassama to ease tensions at a military barracks outside the capital turned sour and soldiers fired shots into the air as they demanded proper weapons with which to face the rebels.

"We want ammunition to go and fight the Tuareg rebels. Enough is enough," a corporal at the Kati camp told AFP.

Soldiers took to the capital, firing shots wildly into the air and sending people running in all directions as panic grew.

There were immediate international calls for a peaceful resolution to the crisis.

"We believe that grievances should be addressed through dialogue, not through violence," State Department spokeswoman Victoria Nuland said, urging US citizens to stay indoors. The UN Security Council also appealed for calm.

"Members of the council expressed concern about the reports of military disturbances in Mali. They appealed for calm from all stakeholders and respect for the constitutional order," said Britain's UN ambassador Mark Lyall Grant, the council president for March.

Anger has been simmering in Mali over the government's stance and in February violent protests broke out as the wives and families of those fighting the rebels took to the streets.

Ill-equipped against the heavily armed Tuareg, in some cases soldiers abandoned their barracks in smaller towns as they withdrew to defend larger targets in the vast, desert zone.

A nomadic community of some 1.5 million people, Tuareg of various tribes are scattered between Algeria, Burkina Faso, Libya, Niger and Mali.

Mali and Niger experienced uprisings as the Tuareg fought for recognition of their identity and an independent state in the 1960s, 1990s and early 2000, with a resurgence between 2006 and 2009.

French police press to hunt down school killer

TOULOUSE, France (AP) ? Police blanketed southern France on Tuesday, searching for a gunman ? possibly a racist, anti-Semitic serial killer ? who shot dead four people at a Jewish school and may have filmed his attack.

The manhunt took place as friends and family tearfully mourned those slain at close range in the city of Toulouse ? a rabbi, his two young sons and a young girl.

Authorities suspect the killer at the Jewish school was also behind two recent attacks in the same area on French paratroopers that left three dead and one seriously wounded. The soldiers were of North African and French Caribbean backgrounds.

A "monster" is on the loose in France, French President Nicolas Sarkozy declared, vowing to track him down.

"There are beings who have no respect for life. When you grab a little girl to put a bullet in her head, without leaving her any chance, you are a monster. An anti-Semitic monster, but first of all a monster," he said.

Focus fell Tuesday on a group of three paratroopers who had been expelled from their regiment near Toulouse in 2008 for neo-Nazi sympathies, a police official said. The killer on Monday handled large-caliber guns with expertise, leading some to suspect he had a military or police background.

France was reeling Tuesday after Monday's shooting, the deadliest school shooting in the country and the bloodiest attack on Jewish targets in decades. Schools across the country held a moment of silence Tuesday to honor the victims, who were heading to Israel for burial.

Interior Minister Claude Gueant described the suspect as "someone very cold, very determined, very much a master of his movements, and by consequence, very cruel."

Gueant said the attacker was wearing a camera around his neck that could be used to film and post video online. He said that gave investigators new clues to the killer's "profile," although he admitted they don't appear to close to an arrest.

He mentioned the three paratroopers who had been kicked out but insisted it was just one of many leads being investigated and "not favored any more than the others."

Norway's Anders Behring Breivik, the right-wing extremist who killed 77 people in a rampage last year, had suggested in an online manifesto before the killings that a camera could be used to film such ethnic-cleansing "operations." There was no mention in his indictment that he used one.

In Monday's shooting, the attacker first gunned down a rabbi and his two young sons, then chased down the daughter of the school principal, shooting her dead at point-blank range. Reports of the children's ages varied, with the Israeli Embassy saying Tuesday the boys were 3 and 5 and the girl was 8.

Police are investigating the possibility that the killer is a former soldier with psychological troubles and racist and anti-Semitic views. One soldier was briefly held then released over the weekend, after the paratrooper killings but before the school shooting, the police official said. The official was not authorized to speak while the investigation is ongoing.

At the site of the second paratrooper killing, police found the charger for the gun used in all three attacks, but found no fingerprints or DNA on it, the official said.

Police are studying the online communications by the first paratrooper killed. He was shot March 11 after posting an announcement online to sell his motorcycle, the police official said, and investigators believe the gunman responded to the ad and lured the paratrooper into an isolated place March 10 to kill him.

Behavioral analysts are helping with the investigation, the police official said, and comparing the actions of the suspected perpetrator to those of serial killers and to those such as Norway's Breivik.

Wails and weeping filled the air Tuesday as the school honored the victims, including the rabbi who taught there. Several young men pressed their heads against the rear window a hearse in grief as it drove away.

The rabbi's widow covered her face and held her remaining child, a 1-year-old daughter, dressed in a bright pink dress. The widow's uncle, Marc Alloul, described how the girl woke up in the middle of the night after the killings, calling out, "Papa! Papa!"

Sarkozy, who has played up nationalist themes in his bid for a second term in upcoming elections, sought to stress the overall horror of the crime.

"The children are exactly like you," Sarkozy told junior high school students in Paris after joining them for the moment of silence. "That could have happened here."

He spoke at a public school across the street from a memorial to the French people who helped Jews during the Holocaust, when most of France was occupied by the Nazis.

Sarkozy also talked about the paratroopers killed in two attacks in Toulouse and nearby Montauban. The killer in those attacks also came and went on a motorbike and shot from the same weapon as the one used in Monday's school killing.

"Is it because they had come back from Afghanistan? Is it because they came from visible minorities? We don't know," Sarkozy asked about the paratroopers who were killed.

The French Defense Ministry has said the paratroopers didn't serve in Afghanistan, but one family says their son did. Other families have refused to comment on the topic.

France is holding a two-pronged presidential election on April 22, with a runoff expected May 6, in which issues about religious minorities and race have gained prominence. Sarkozy, a conservative, is known for his hard line against increased immigration.

Sarkozy also met Tuesday with members of France's Jewish and Muslim community. France has western Europe's largest population of both Jews ? about half a million ? and Muslims ? about 5 million.

The terror threat level was raised to scarlet across a swath of southern France ? the highest level since the four-point system was created in 2003.

In Toulouse, France's bustling fourth city, streets were emptier than normal. In one main square, Place Wilson, a dozen police officers were on patrol, some guarding the subway entrance.

In Paris, police bearing automatic weapons stood in front of Jewish schools.

"It's impossible not to imagine the worst, because it can happen to any child in France," said Mendy Sarfati, a father dropping his three children off at a Jewish school in Paris. "We want to put this drama behind us and for the French Republic to draw lessons from it."
